Jim	Perhaps they reasoned consequentially as follows. If we report to the law every under age request for help, the consequence will be the destruction of trust and no under age active sexual participant will seek our help. This in turn is likely to increase the risk of pregnancy or disease. Weighed against the risk of harm consequent upon responding confidentially to these requests, namely the harm of consensual, though under age, relationships, the greater good is perhaps to allow the relationships as the lesser of two evils.

One of my sister's bridesmaids was thirteen but looked like a twenty year old and was discovered acting like one in the cemetery with the best man who had no idea of her age. Nobody remembers the wedding. Just the fighting in the street.
