What is clear where self regulation is strongest anything goes and no accountability exists. This was a problem when I started in accountancy the accountants were self regulated and when they had rules that allowed for lying it finally came about that an independent group that included many from other professions etc was formed and the rule gap got tightened. Now rather than "creative accounting" it is companies blatantly lying. So even when the government wake up(maybe in a few thousand years time!) and realise they are voted in by the people to govern and set up accountabilty that has independence, then they will realise it is their responsibility to ensure police and other areas function correctly. They are their to find the solutions not pass the problem off in our modern lack of responsibility "it wasn't me!" syndrome. This lack is in existence throughout the justice system. Even Henriques as a judge leading an equiry is not safe as he has shown himself to produce whatever the employing party wants. His Greville Janner on evidence hearsay is a contradiction to the released report on the Midland Operation. Same judge two difference approaches. Interesting!!! Bottom line if the police are failing or courts, housing, jobs, hospital are not functioning correctly then the ultimate responsibility to lead and find solutions is the government as the people's elected respresentives. They have the power and opportunity.

JK2006	Astonishing session at the House of Lords yesterday Wednesday 11th October 2017 where assorted noble Lords express outrage at the Operation Conifer and other police behaviour - watch it on ParliamentLiveTV - starts at 15.38.42 for ten minutes and embarrassing response by Home Office Minister Williams. The Government position seems to be "For God's Sake don't let the media criticise us".
