Some crimes have a limit on reporting, especially when it is a crime committed by officials – they want to wrap that shit up real quick.

Not everyone can have their own internal complaints procedure where it is passed from pillar to post, shredded or somebody has the option to resign.

Some people will do anything for money or fame.

What next, arresting people for masturbating under the age of 16?
Green Man Police arresting Bill Wyman would of been gold for the police and newspapers.
JK2006 Police desperately require others to emerge from woodwork (as they will almost certainly now about Jagger). Then they look at whether any spotlight might fall on THEM, when "assisting" false accusers. So far they've got away with it but they know the bigger the celebrity, the more the media investigates and might find out stuff about bent cops (look at the Mail recently). Police are cunning and not always stupid. Top cops are particularly aware that serious media attention (like recently on Rodhouse) can backfire. Dead celebs are pure gold; they cannot fight back; until recently live stars too were considered great but acquittals and revelations have really damaged the historical allegations industry.
Green Man I still don't get why that Bill Wyman was never arrested, yet police spent millions on a dead man.
