The Metro today reports that 1 in 9 shops in the UK are empty ... it seems that your claim that "others will fill the gap" is simply not correct, otherwise "others" would have filled the record number of empty shops already?

(Veritas is still waiting for "others" to start-up replacement coal mines !!!!)
