Especially after the twin towers. Some of those people were told to stay put too.
JK2006 2 hours telling them to stay put. Just horrifying. No point on allocating blame (I hate the blame culture - Anna Raccoon is quite right) but I cannot imagine how much worse it must be when the authorities are saying Stay Put when Evacuate was essential. It chills the mind.
