I think it is the coercion aspect.
No ten year old is going to be prosecuted for playing doctors and nurses with another ten year old, but they need protecting from adults.
If an adult was behind them murdering someone, I would imagine the child would be considered victim rather than perpetrator?
If we condition children to obey adults, how can we blame them when they do?



I think fourteen is still a bit young for responsibility.
