Yes the above and also the explicit aim of SAGE to "scare" us in general into compliance and use of behavioural psychologists within SAGE to do so.

Data presentation/manipulation to scare us every press briefing.

There is no unanimity among experts though Alison. You can pick your experts (yes of course as can I) as the Gov does to suit its political strategy.

This study I believe is the biggest yet conducted re masks with over 6000 participants:

1.8% of those who wore masks and 2.1% of those who didn't caught C19. The authors said there could be "marginal" benefits but "could not rule out that the mask does not protect the wearer."

So yes masks could protect the wearer marginally (your reference actually doesn't say a lot more than this just with a positive spin) or they may be doing nothing.

I suspect to achieve anything even marginal you need a JK astronaut style contraption (when do you see on TV scientists entering a chemical leak site wearing civilian clothes and a flappy hankie resting over their mouths? No they all look like JK in a mask...)

But flappy hankies can make people feel better, and many have been deliberately psychologically damaged by their own Government; so to this extent they have an application.
