# on a unrelated note- I was in a coffee shoppe the other day with a friend and commented on the rowdy bunch of schoolgirls who passed by with incredibly short skirts and was shocked to be told they were in the same year as my friends' daughter which meant they were 13/14 years old.

I think teenage girls can look any age depending on what they are wearing and doing, and if this man broke it off as soon as he found out it seems reasonable for the police not to prosecute, but why the family planning clinic would encourage it is beyond me.

One of my sister's bridesmaids was thirteen but looked like a twenty year old and was discovered acting like one in the cemetery with the best man who had no idea of her age. Nobody remembers the wedding. Just the fighting in the street.

Perhaps they reasoned consequentially as follows. If we report to the law every under age request for help, the consequence will be the destruction of trust and no under age active sexual participant will seek our help. This in turn is likely to increase the risk of pregnancy or disease. Weighed against the risk of harm consequent upon responding confidentially to these requests, namely the harm of consensual, though under age, relationships, the greater good is perhaps to allow the relationships as the lesser of two evils.
