They must hand out the horses to everyone who agrees to take part.

Well if he does have 'the vapors' it's because he's 'turning japaneese' in honour of his hero IDS,who is in fact part Jap...hence he feels the need to try to treat dolers as if they were building a certain bridge up a certain asian river.
