Yes well pointed out Hedda.
The NGOs get lots of dosh from Uncle Sam,and a few fools in Europe too.They offer up a few token western trophies as Raison d'être for such offerings,while in reality most of the naughty illegal sex is done by wealthy Cambodians on trafficked Vietnamese kids....it's just underground now,and as such much harder to police the culprits thanks to these NGOs.
