A couple of years ago, in Japan, the snow was almost knee deep. I looked down at the railway station and thought "No trains will be running today!". About two hours later, the tracks had been cleared. Passengers couldn't see much through the window because of the high walls of snow at each side, but the trains were running again.
Compare that to the fuss we make if there is one inch of snow in England.
But we always have a few exception. One bitter winter, in the early 90s, closed most roads and cancelled services but the postman and milkman still got through.
We can do it if we want to, but most people see it as an excuse to skive.
