Why should they?
Most of the finalists have said they'll be there and are all playing numerous friendlies to make sure they 're fit and ready.
And significantly, team has said they will not compete - including England.

If a finalist did pull out at this stage - it would be a VERY long time before they were even allowed to play even a pre-qualification match again!
And such action - inconceivable at this stage - would also have a serious and negative reaction on the economy of a boycotting country.
Undoubtedly, this is one of the reasons why nations are being quite - saying nothing and getting on with their preparations.
Putting a hand up at the UN - and telling a few diplomats to stay at home - are the easier options...

The US has denied involvement (but will strike soon).
