A British writer thinks so.
Theodore Dalrymple explains how Britain went down the drain
If there's truth in his theory of there being an amoral underclass, can't help but wonder if that has helped to fuel fraudulent claims of criminal behaviour with a view to compensation payouts.

From the the article "The theme at the bottom of much of Dalrymple's writing is lack of self-restraint, from serial litterers to serial killers." A lot of things and words said but to me seemed to have missed many real issues. One real issue that changed from the early 70's after the oil crisis was a worldwide structural shift in available and well paid jobs.
Simply put "there are too many people chasing too few jobs" and yes that has increased claimants, especially with historic sexual abuse claims been a fraudster's wet dream. Instead of finding ways to scam the social security like housing benefit now one can get a huge pay out, up to recently. with no fallout if caught. Very different from scamming the benefit system. And you "will be believed". It is like heaven. Before the structural shift not only could people get work but youngsters and older family members could get part-time and causal work to top up family and personal income. Yes there are housing, education , attitude issues as well. It is really a lack in social concern rather than the other way round. A lot of these article start out with the assumption that the social system exists and people are getting the help thus the problems are caused by this "easy street" social system. But this is far from the reality.

So it's Jim's fault.
Decades before Savile's sexual predation was revealed, "he was the start of an evangelical vulgarisation that has proved unstoppable".
Appreciaing popular music, dancing to records, dyeing your hair, listening to what ordinary people have to say, fastening your seatbelt, running for charity, building hospitals, cycling (especially bloody cycling!) – his promotion of this kind of vulgarity probably created the unstoppable forces that brought about his own posthumous vilification.
Still, it was good while it lasted.
