Do you have a reliable source for that? I can't find one.
He doesn't seem drunk to me in the video clip at the bottom of this article, where he's apparently speaking at the event where people were claiming he was wearing one brown shoe and one black one, yet appearing to be wearing the same style of shoes at a meeting on the same day where they both appear black.

Leave.eu picked up on the story Jo...but were certainly not the ones who put it out there.....the Irish are no Brexit supporters,but they had it quite clearly marked down....I certainly would not take any news from a biased source,without double checking it from neutral sources....the news should form your opinion....not look for news to back up your opinion....

The video you post suggesting he's wearing a black shoe and a brown shoe is from the Murdoch-owned Irish Sun. Yet he seems to me to be wearing two black shoes in the video. The video at the bottom RTL link I posted shows him speaking at the same event and he seems sober to me. The penultimate video you post shows him joking around and claims he's drunk. How do they know he's drunk? Are people who joke around always drunk? The next video shows him unsteady on his feet and being supported and claims he's drunk. Again, how do they know? The European Commission said it was sciatica, which according to the NHS can cause painful/tingling/numb/weak bottom/legs/feet/toes. It's possible that they were trying to conceal a drink problem but I wouldn't call the rabidly anti-EU right-wing and Murdoch-owned press and people who share those views on YouTube a reliable source of EU-related news.

One of the principal matters of dispute, in the ongoing negotiations, is fishing - which seems unusual, bearing in mind that it amounts to only 0.12% of our GDP. But our seafaring traditions are strong and ports, like Grimsby, have lost over 50% of their fleets over the past 30 years.
As a result of membership of the Common Fisheries Policy, the UK can only catch less than 20% of the fish that swim in British Waters. Most of the cod caught in the English Channel is by French trawlers - with Spain, Netherlands, Belgium and Denmark the other main players.
Many think this issue is relatively unimportant, overall - but the UK is standing firm in an attempt to win back its maritime status and superiority. Which it has lost since joining the EEC in 1973 - but, as is highly probable, at the cost of leaving the EU without a deal.
