Ho ho ho.... ITK, I think you've been rumbled. You say above that you're not going to answer all of my points... OK, but you haven't even tried to answer any of them.
And as for your excuse (sorry, reason..)... Well, you may as well have hoisted a white flag mate.
Holding up another posters (ahem..!) perceived lack of intelligence is no reason to shy away from debate. Indeed, if I was lucky enough to be in posession of an intellect as gargantuan as your own, I would show absolutely no hesitation in destroying all other intellectually inferior arguments by virtue of a spectacular display of cerebal shock and awe.
I would present a detailed and persuasive argument outlining my position, and for those showed the intelligence to produce a worthy counter-argument, the debate would continue, and so on.
So, come on then ITK. Let's 'av it mate.
No....?
ITK, as I have probably got more brain cells in my foreskin than you have in your entire brain I am prepared to debate, with you, on this board, any subject of your choosing. Even football...
And by the way, you still haven't told us why you've come out of retirement. Has the Daily Star got a new headline writer or something?
Love,
Pete
p.s. I'm circumcised!
p.p.s. Try Googling "Costa Rica Police Brutality" and I'll bet you get more than Zero results...

I did find this ....
Costa Rica is a longstanding, stable, constitutional democracy with a unicameral Legislative Assembly directly elected in free multiparty elections every 4 years. Miguel Angel Rodriguez of the Social Christian Unity Party (PUSC) won the presidency in the 1998 elections, in which approximately 70 percent of eligible voters cast ballots. The judiciary is generally independent.
The 1949 Constitution abolished the military forces. The Ministry of Public Security--which includes specialized units such as the antidrug police--and the Ministry of the Presidency share responsibility for law enforcement and national security. Several police units are combined within the Ministry of Public Security into a single "public force" that includes the Border Guard, the Rural Guard, and the Civil Guard. Public security forces generally observe procedural safeguards established by law and the Constitution; however, members of these forces occasionally committed human rights abuses.
The population is approximately 3.8 million, and the market economy is based primarily on light industry, tourism, and agriculture. The law grants substantial rights to squatters who invade uncultivated land, regardless of who may hold title to the property.
The Government generally respected the human rights of its citizens, and the law and judiciary provide effective means of dealing with individual instances of abuse; however, there were problems in a few areas. There were some instances of physical abuse by police and prison guards, but reports of police abuse of authority or misconduct decreased during the year.
