It wouldn't stop it completely, obviously, but if it could slow it down long enough for either the promised vaccine or the spring when viruses lessen, it would be a lot better than what we have got at the moment, because we could carry on as normal except for flying.

Oh I agree, like I said in the first post, it is only assuming that they DO need to do something.
But given that they seem determined, it seems a very inefficient way to go about it.
They are only determined - IMHO - to appear to be doing something about a situation they can't do anything much about, and know they can't. And on an individual level - witness the breaking of their own rules - don't even see the need for.
