Here is a proposal to make the world cup more exciting.
Firstly because the world cup has got worse since the knock-out stage, why not have a second group stage with 2 groups, and the winner of each group going into the final. That way you wouldn't get teams playing very defensively trying to kill the game and win on penalties. Also the genuinely best team would end up as the winners, because you would need to be more consistent.

the two group stages was rubbish when they had it in the champions league!
