Roy Keane proudly admitted that he'd intentionally injured a fellow player seriously enough to put them out of the game. He spent his own career being abusive to officials and serving numerous bans. He was even sent home in disgrace from the World Cup by his own manager.
Is this the same Roy Keane who has now been given the job of manager of Sunderland AFC?
Kevin Ball was indeed caretaker manager, but Niall Quinn, as owner, appointed himself actual manager until he realised he didn't have the right touch and stepped down. Most Sunderland fans, my Wearside based family included, look on both Ball and Quinn as former full time managers.
In modern football very few managers are permanent, and even temporary managers can be full time managers.
The sentence in the link is merely journalistic phraseology. The best people to ask are always the fans.
Of course, having promised his fans a "world class" manager, Quinn needs to talk up the appointment of a man with as much experience of managing a football club as Mediawatch has of tapdancing. For a more unbiased view, from a former international teammate of Keane's, let us take you back to the Sky Sports News studio in November of last year, when the Irishman had just made his spectacular exit from ManYoo.
