Lavrov's latest offering, that "enemies of Russia" are trying force England's withdrawal from Russia's World Cup, was airy and cack-handed. What Lavrov and co are not doing - and what they will not do - is deal with the evidence.
This brazen attack in Salisbury fits a well-established pattern. You can follow the trajectory of hostility that takes in Russia's actions in Georgia, the annexation of Crimea, the war in Ukraine and Syria and the elimination of dissidents like Litvinenko.
Their well-documented programme of international cyberwar generates political turbulence in the west.
A couple of days ago, in an interview with American network NBC, President Putin gave the world an excellent idea of the thinking behind it.
"When (the Americans) claim that some Russians interfered in the US elections we tell them - and we did so recently at a very high level - 'but you are constantly interfering in our political life'. Can you imagine? They don't even deny it. You know what they told us last time? 'Yes, we do interfere. But we are entitled to do it because we are spreading democracy'."
It is a revealing passage because Vladimir Putin isolates the threat - and that threat is democracy. The existence of core western concepts, like free elections and the rule of law, are a menace to his administration and he has shown that he is prepared to try to save others challenged by opposition politics - think Bashar al-Assad for example.
