It doesn't make pleasant reading but I wonder if it might actually help the police. George Floyd appears to have been saying "I can't breathe" while they were still trying to get him into the car and himself said several times "I want to lay on the ground". Maybe once he was on the ground and still saying "I can't breathe" they didn't take him seriously, because he'd already been saying it regarding supposed claustrophobia in the car.
