"You will be believed" - WHY?

It has become conventional wisdom by police that YOU WILL BE BELIEVED in claims of sex abuse. Even when apologising for saying they were true before they had been investigated, top cops and CPS say claims must be believed. But why? People claiming to have been abducted by aliens are not automatically believed. A man standing above his wife's dead body with a knife in his hand claiming he didn't murder her is not automatically believed. Why must those making claims of sex abuse be believed? I genuinely do not understand. Police please explain.
