These lines have become so blurred over the past twenty years. The old police method of fitting up - assisted by things like Google (he had a picture of a boat and a conductors baton) and other online services, combined with moving old last century police methods of polite phone calls (and now E mails) to potential witnesses or victims, has really crossed those blurred lines.
Given that many of the latest investigating officers are actually old retired (and sometimes senile) cops brought back to deal with the avalanche of false allegations against thousands of innocent people (and a few guilty ones) - it is a scandal waiting to happen that police are now constructing crimes as well as solving them.
