Though i'm not sure what is going on with this case here,to me, an equally plausible explanation might be that the girl was being watched by this couple and her mother never came back for her (deserted her) and so they just decided to keep her with them and didn't report it to the authorities because of the way they lived. I do think if this couple had been left holding the baby and wanted to keep her they may well have been reluctant to contact the authorities to try and adopt her officially because of all the checks that would probably entail, a) she'd probably have been taken from them anyway and b) they could have been caught out on a lot of their other dodgy dealings, benefit scams etc... The most obvious explanation to me if someone has registered children that they don't appear to have is it's a benefit scam - if they were claiming benefits for them that is - which would come as no surprise if they were. They appear to be dodgy character's, but I don't think any of that actually means 'abduction' of this girl is the only plausible explanation for all this - even the most plausible, it seems there's still hell of a lot they don't know yet...
