It is expected that we will take some responsibility for other people's welfare. In some circumstances it can be an offence to not report a crime, or allow it to happen, but it is very understandable that those who been through an attack cant face examinations and questioning afterwards.
MWTWATCHER At least a report at the time would of hopefully been recorded then at least the victims allergations could of been presented now to say I told you so.
