JK2006 That drugs would be smuggled in under the cover (or even IN the cover). Bizarre. Probably based (as most government policy is) on a silly tabloid story. "Hardback cover made of LSD" sort of rubbish. Like the "tennis balls stuffed with drugs hurled over prison walls" stories. And the "gourmet Christmas dinners for mass murderers".
