Grandpa Harley I think it was the risk of hot lead or a 'tiger cage' that bothered him back then...

There again, he wasn't much cop patrolling the Mexico boarder either (The AWOL papers were successfully buried, IIRC, although his Iraq posturing may have given him the extra air time... finally)
