It certainly makes sense that if they had wanted to scare Crimewatch they'd have needed to get the word out as to who was behind it. It seems hard to believe that a hitman would have mistaken her for someone else, unless his target was another blonde woman and/or his instructions were very vague. The lack of a public claim would fit with it being a lone individual, e.g. someone unstable with a personal obsession who took umbrage at something, e.g. news of her engagement, and exacted revenge before she moved out of the area.

Yes the whole thing if you want to put people off is to scare the hell out of everyone, others on Crimewatch would of been targeted with at least a threat.
I am convinced it was a "hit" but totally the wrong person was hit, no public statement of "we killed Jill" so as JK says no gain or milage in it.

From the documentary below, it doesn't seem totally illogical for the police to have charged who they did. Her engagement had apparently been announced a few weeks before her murder, she had been in the process of selling her home and no longer usually stayed there.
While one professor is interviewed in the MWT teaser, a different academic gets a mention in the Mirror. Police brought in renowned profiler Dr Adrian West less than a month after the murder to explore the theory that a stalker killed Jill. He produced three reports. The first suggested a lone stalker was just one of many possibilities. The second moved closer to the stalker theory. The third - which was written after Barry George was charged - fitted the prime suspect’s character closely, although he was never named in it. ... There is no suggestion Dr West had colluded with officers to construct profiles to fit George. so-called 'Mr Bigs' don't target police or journalists..not in the UK or USA..Columbia maybe.
Not much of a theory.
I actually think Jeremy Bamber may be innocent ..I now think of the way the media portrayed him at the time as a monster was way over the top.
Mary W-T is just jumping on the bandwagon after people have building the case for Bamber over years.
His input is likely to put people off..I note a senior copper sniffly said they had examined every Dando theory and would not be re-opening the case at this stage.

I must say that the theory of a "big man" organising it to "put people off" seems extremely unlikely. Presenters have no input at all generally to the editorial content of this type of show and if it was "to warn people off" they would have publicised the fact afterwards.
