JK2006	And start thinking about WHEN and HOW nonfeasance or misfeasance becomes MALfeasance in public office. When the motive is to gain a conviction of an innocent person in order to achieve career targets? What excuse would the officers and CPS, who deliberately failed to examine DANNY DAY's past, claim? Nonfeasance perhaps? Or misfeasance? But wasn't it MALfeasance, if it was deliberate failure to check so as to convict David Bryant of crimes that never took place?
