Honey If a car park investment in a world where people are fighting for parking spaces fails it is their own stupid fault.
Barney Local Authorities have a the major say on car parking charges.

The LA's will take the hand off - those interested in providing municipal parking.

Often on derelict, polluted and diseased land - which had to be reconstituted - before public usage.

NCP (two brothers) took more bombs out of central London than anyone.


Don't blame the owner for not being recompensed for their - often precarious investment.

Or protecting it - by some very reasonable stipulations - like 'please remember it's our ticket'.....

You are right, Barney, it might be against the rules, and the car park bandits owners do have the right to charge what they like, but sometimes you have to obey your own morals rather than rules.

Non-transferability in parking tickets is not as important in parking as other situations. There isn't a situation in car parks where people buy parking tickets and sell them at inflated prices. We are talking about a situation where people are given away their parking time that they haven't used, not re-selling them. You don't get touts hanging around car parks shouting "Car park tickets - buy or sell".
Passing your parking tickets is against the car park rules (not criminal law), but most sensible people think that it is morally right.
