JK2006 It seems Mr Lockwood thinks - correctly - that members of the public and some media do not understand the role of the IOPC. They specifically investigate whether forces' PSD (Professional Standards Departments) have properly investigated complaints.

At the moment they have UPHELD my complaint that Surrey Police PSD did NOT properly investigate my complaint.

This complaint went from one end (lying on oath to magistrates when applying for search warrants) through possible perjury and forgery to failing to report Deaths In Custody to the independent investigators (THREE times) and possibly, through false arrest and other misconduct, contributing to or even causing those three deaths.

Pretty serious stuff, you may consider, and even more so if PSD deliberately (or even instructed to do so by senior officers) fudged their examination.

By the end of this month Lockwood will have decided what to do about this. He may pass it onto the Chief Constable of Surrey Police (Gavin Stephens) to investigate or even may inform the CPS that it warrants immediate investigation.

Nobody wants to see incompetence in police officers but intentional breaches of discipline are even more serious, and possible criminal activity even worse.
