If treatment of the virus has been prioritised the virus would have had to have made that decision itself to be a "clear and direct" reason for the result of the change.

You also have a rather touching sort of "call the midwife" idea of how hospitals are run. If the ICU is short on staff due to C19 cases, the oncology nurses don't down tools and run down corridors to work in the ICU on Covid cases.

They don't just change which frigging aisle they are working like in an Amazon warehouse...
