Bit miffed I'd have thought; but if he is wise he will see it as a future business opportunity

But on a serious note - how can this PCC not see that his arguments equally apply outside prisons?

Or that the solution to violence and addiction to worse drugs than cannabis, might be better found by improving conditions and rehabilitation options; rather than by the tax-payer funded doping of prisoners through illegal products that cause mental health problems.

What a confused mind he must inhabit. But then PCCs are politicians, not professionals, and no Gov is going to risk the media with this one...
