Instead of allowing everyone to go everywhere, passports are the best means to reward the wise - whilst encouraging more to vaccinate.

Don't quite understand that logic - shouldn't all those who are vaccinated not be prioritised over those who decide to ignore this pandemic?
It isn't those who decide to ignore it, Barney. It is people who are too young to have had both vaccinations, and many have sacrificed their jobs, houses, health, education and mental well being, when they were never in danger in the first place.
It would be like someone assisting you into a horse carriage, and you driving off before they have a chance to climb up.
