When did a referendum ever stop a war, or solve an international conflict?

I'm sorry to be critical of the BBC and media - it simply is not satisfactory to blame Russia 100% for this appalling situation. It is perfectly possible that both sides are at fault. It is perfectly clear that for 8 years the Ukrainian government has been shelling, bombing and fighting the Eastern area where many separatists want it to be Russian. If I'm wrong there, then I'm stupidly uninformed and guilty of falling for media coverage, which told me that.
It seems to me that both Russia and Ukraine have been guilty of dreadful crimes. I can see no justification for this violence. Either there should be a referendum in the area and, if the vote is for it to remain in Ukraine, that should stand and Russia should withdraw or Ukraine should simply secede it to Russia.
