Yes and what if we follow the logic of the howling mob: we can never check how schools are doing or recommend improvements? Surely schools are there for the pupils, not the teachers?
The only possible issue to look at is how her employers and colleagues engaged with her, and responded to any concerns or not? Not that an inspectorate exists.
As usual these days, the latter is simply the better and clearer story. So is assumed to be the heart of the issue by most.

All my teachers were heavy smokers and drinkers...the PE teachers were chain-smokers.

Sorry, and I'm sure she was a lovely person and a great headmistress, but someone who commits suicide simply because of a bad report on the school was clearly mentally not in a good place to teach youngsters how to cope with life.
