As I recall from the hundreds of newspaper discussions at the time, she did not attend because she was head of the church of England, and it might have been seen as her going against their anti divorce stance.
Also, it was a teeny tiny wedding, presumably just the way they wanted it, all things considered.
She attended the blessing, and the knees up afterwards, and gave a nice speech comparing them to horses winning the race.
