Biden may forget people's names, like many older people, but this doesn't mean that he can't make good decisions. A lot of the videos where he is seen seemingly shaking hands with non-existing people are misleading. There are people off-screen to the side. In the speech that the poster is talking about Biden does seem like he has been re-animated and there is a conscious effort to present him as more energetic.

They are not people I can take seriously - and each video reduces to silliness and special effects within seconds. Why is that? I simply don't find any of this persuasive in any way.
