hedda It depends what the make-up of the Congress and Senate is.

Republicans rule in Congress.

Similar to Oz where the Greens with several Senators in the upper house ..the government much negotiate with them

just as the US president has to horse trade in Congress.
JK2006 will be pretty useless but it won't make any real difference just as President Trump wasn't the disaster we all feared. Presidents and PMs have very little real power in democracies, increasingly run by the inept.
