This is a Primary Source in the sense that in January this year someone decided to pass a STATUTE ( a law ) to give the Sec of State powers to implement a NATIONAL VACCINATION programme.

The dates are on the document - and it shows that it became law on April 1st 2009.  Just in time for the Swine Flu.

After watching TORCHWOOD is anyone seriously going to voluntarily take a vaccine ?

Secondly I found this CBS documentary about the last time SWINE FLU hit the World - and what happened when they tried to vaccinate against this.  Does not make very happy watching.
