A very good suggestion.
Too often (esp in sexual cases) claimants wait until after any medical evidence (which may have existed) has disappeared before making a complaint.
This makes it infinately more difficult for the defendant - who should not be penalised because the complaintant has delayed.

I agree with Danielle that "Noble aspirations, like curing cancer. But, sadly, never to happen" and I could add ending world hungerand the Middle East conflict to the list of other noble aspirations that will never happen.
HOWEVER
Why doesn't someone come up with one or two suggestions for small improvements. Trying to do everything will never happen but maybe something on a smaller scale will.
