veritas how one earth could a list of people's DNA prevent crime ?

I can see that it may help track killers but prevent ??

I reckon this is just another empire building exercise..a govt department comeing up with claims to perpetuate it's reason to exist.

Wonder what criteria they will use to keep the dna of innocent people?
