Yes it's the same stuff "potassium nitrate" also in gunpowder and fireworks.
Apparently we could make it at home with straw, urine and wood ash if we were inclined.

Horse isn't the issue. Nobody seems to mind about eating horse, but we expect it to be declared on the packet and to be subject to the same safety procedures as other meat should be.
