A final thought from Ben, hedda.
The annual Caracas homicide rate is now 220 per 100,000 - the highest in the world. Simple reason - very few police. When I was there - over 4 days, I saw only two policemen, in a jeep.
In NYC for example, the homocide rate is less than 4/100,000. Because, when strolling down any Manhatan street, you'll see dozens. Walking, on horseback/motorcycles on in vehicles.
No hedda, avoid Venezuala for the moment: But it should improve after Chavez, if its oil reserves (2nd only to Saudi Arabia) are better utilised.
