Just the same way as the much earlier invention of the radio facilitated the introduction of pirate radio? Or the invention of the vinyl record facilitated the job of the DJ on pirate radio?
Mobile devises do a multitude of things, the internet is just (one of) the content delivery systems.

You are correct on both points.
A good example of 'specially for the web' is the recent/excellent House of Cards political drama series - with Kevin Spacey, based in Washington.
This is made by Netflix and available there, and on streaming sites.
