honey!oh sugar sugar. It sounds like a load of tripe to me. He says she has an abusive family yet doesn't want them to cut her off? why not?
He seems to be justifying his breaking the law and taking advantage of a vulnerable thirteen year old.
I am very sorry for him if he is tormented and harassed,and there is never an excuse for it, but I think his neighbours are right to be worried.
