When William Beveridge created the blueprint for the modern welfare state in his 1942 report, he was clear that the new system should be a social contract between the citizen and the State.
For the first time in history, the State had a duty to provide a minimum standard of living beyond which no citizen could fall. In return, all citizens had a responsibility to ensure that welfare was a last resort, a safety net against ‘unavoidable interruption’ of income - not a lifestyle choice.
‘Something for something’ was a founding principle of the welfare state. But, somewhere along the line, the safety net became a straitjacket, trapping hundreds of thousands in long-term dependency.
Throughout the boom years, the number of people claiming an out-of-work benefit never dropped below four million, while welfare spending on working-age households rose by about 40 per cent in real terms.
During the same period, the number of households in which no one had ever worked almost doubled.
