It sounds like mindless box ticking. There may be violent offenders who seem perfectly respectable because they keep their violence behind closed doors. They could always solve the problem by replacing teachers with Catholic priests!

rather quaint 1966 Aussie film -They're a Weird Mob where Nino Culotta is an Italian immigrant who arrives in Australia with the promise of a job as a journalist on his cousin's magazine, only to find that when he gets there...they really are a weird mob (he becomes just like them by the end)
but now living here it seems the really Weird Mob are the Brits.
I see nothing of the current British hysteria amongst ex-pats or British immigrants. I reckon it's living in the sun and because everything is just so much easier.
I always though Britain was ripe for a type of fascism. Now it's coming in dribs and drabs. Hitler thought so too and really believed the Brits would accept the Germans as masters.
Here is yet another bit of hysterical insanity from now what must be , the most (badly) over-governed country with more restrictive laws than anywhere on the planet.
