I would side with dixie on this. A decision not to vote displays clear apathy to one's country - and a disinterest in its affairs. Paradoxically, those who don't bother to vote often have a lot more to say about politicians and political parties.
One wonders - apart from repeating 'democracy doesn't work' - do you refuse to make your views known via the ballot box, full stop. For example, do vote in local elections to ensure that services are kept to a high standard, by the right people.
Or do you let others do that also, as well as choosing the government of your country? Obviously, I don't mind whether you vote or not; its just that the majority do - at least, from time to time.
And very few seem proud of abstaining...
