I would guess that if they were given a caution it's because there was not enough evidence for a successful prosecution. I heard one lawyer say, on TV, that this is why nobody should ever accept a caution, especially if they are innocent. Insist on your day in court. However, I have also come across court cases where the prosecution failed to offer any evidence to support their case yet still managed to win.

And, to continue carrying the other point of view, an interesting article in last week's Sunday Times by India Knight.
Very negative about allowing tolerance to sex offenders.
Then there's the recent sentences for those three online users who discussed child rape.
I find the blurring of the line very troubling. Whilst everyone, rightly, wants to prevent and punish abuse, it is getting dangerous when people are locked up for fantasies or even jokes.

Article in the mail on sunday about abusers of kids getting just a caution.
The figures are massive and the offences pretty grave, yet the cops let them off,
