The person in the painting is apparently Robert Walpole, Britain's first PM. According to Alex Salmond, interviewed on TV this evening, Theresa May could be Britain's last.

I was wondering who the person was in the painting above the fireplace and what he might be saying (caption competition?), so Googled Downing street paintings and found this:
"Theresa May will reportedly replace some of the artwork hanging in Downing Street with framed quotations of the speech she made upon becoming Prime Minister. The change is intended to remind staff they are there to serve the people and of the need to deliver results in tackling inequality and improving the lives of the worst-off, The i reports."
If it's true, it seems a tad superficial, and signing off Brexit seems an odd way to want to improve the lives of the worst-off.
